Thanks for reporting. I have referred this to the City’s Housing and Environmental Inspections Division. When they have responded I will update this issue.
There is a pending public nuisance case for the property located at 2239 Rumson Rd in reference to overgrown grass and a downed tree. The deadline for compliance is 5-10-12. Inspectors will continue to follow up until the problem is resolved.
So, the tenants or landlord has until tomorrow to clean up the yard? I doubt that will happen… it is a rental— are there any PROP consequences if they miss the deadline? Thanks for all of your speedy replies ^.^
Our inspectors have an escalating fine opportunity and ultimately the power to have the property mitigated by a contractor and attach a lien to the property. If a rental this will also go down as a "strike" against their PROP requirements.

Does a dog attack against a neighbor/ forced 10 day quarantine fall under PROP? This rental is a perennial neighborhood problem unfortunately. Much appreciated!
Unfortunately, Animal Control violations are not included in the list of violations that is addressed by PROP. I think the strike is applied when the violation is first written up.
