Description
This is the second year in a row mulch showed up at the end of our neighborhood. There is no sign or information as to where it is going, what company, and the estimated finish date. While some of the mulch has been moved out and away, new piles of mulch showed up in the last couple of weeks.
It is a nuisance because it smells, especially after the rain. It is blocking the entrance to a neighborhood. It’s unsightly at the entrance to Blandair Park, where many people traverse. We suspect, based on how previously mulched areas in the park look now, this is for Blandair Park and county maintenance along Thunder Hill.
If that is true, that is completely unacceptable. There are so many county owned areas, including the park itself, to stage these landscaping materials, that are not disruptive to our neighborhoods. Please identify who is dumping the mulch here, what purpose it is for, the estimated timeline, and finally a plan to find a new location next year. Thank you

Thank you for contacting the Bureau of Highways. Contacted Howard County Recs and Parks who said the mulch isn't theirs. This also doesn't belong to Howard County Highways. This could be one of the HOA's Prospect Walk Stevens Forest or Cinnamon Tree at Talbot Springs Comm.
