This sidewalk / area is pedestrian unfriendly as the drain (red) doesn’t actually drain the road (blue) and cars drive quickly enough to splash the pooled water across the full width of the sidewalk (purple). Any number of solutions exist - fix the drainage, expand the sidewalk into the park, slow the traffic, etc but in present state anyone who uses this sidewalk after even a modest rain gets sprayed by passing cars.
