It's not so men can get them for their girlfriends/wives. The requirement is that they be available to *users of that restroom*, not for taking elsewhere.
The short answer for why it is required in men's rooms is that that is what the law says. The longer answer is that someone transitioning, or presenting as male, or whatever other reason, may be using that restroom and in need of the product.

Thank you for letting us know about this issue in the bathrooms at Gallup. Our experience has been that people are breaking the dispensers faster than we can replace them and at $550 a piece we've decided to only replace them when completely necessary.
During the winter months we are not checking restrooms on a daily bases, so thank you for letting us know they are out. I'll make sure both hygiene products are replaced this morning in the men's and women's bathrooms. Thanks again and have a great day!
