At least this complaint about open fire actually shows evidence of an open fire. However it's clearly on a sidewalk, not "in bamboo".
As for trash, is there any trash receptacle in the area? If not, that may be part of the problem.
Did you talk with the individual in the photo, "cleanjingletown"? They're looking toward the camera and appear aware of being photographed.
For a lot of people, I imagine that someone just snapping a photo like that of them and leaving the scene without any interaction might come across as rather creepy behavior.
