The standing water after irrigation also needs to be resolved. There is also a large puddle after the grass is watered. That is probably the cause of the large pothole.

Fix lasted one day! Pot hole is once again there! Please fix it asap!

The hole is huge and getting bigger. It was a horrible patch job to begin with.
Evidently you have no idea how much traffic is on that road and how much will be in a short period of time.
City busses, boats, construction equipment.
Here how the city operates. You will patch it constantly until the entire road washes out before you decide to get to the route of the problem.
