Residents never put up trash cans after pick-up day

Sec. 17-23. - Placement for collection.
(a)Containers for residential solid waste will be placed for collection at the curbline or margin of, but not on or within, the street, alley or sidewalk adjacent to the premises no sooner than the evening prior to the scheduled collection, and such containers must be returned to the premises no later than the evening following collection.
