Can't someone from the City figure it out without the info you asked of the citizen who made the original complaint? I can see that the info the City wants would be helpful, but just send a crew down to the library and turn the lights in and see which lights are out. Sounds like a potential crime as as well as injury situation is at issue here. Thanks.
