Oakland City Council unanimously voted to approve the Encampment Management Policy, meant to “protect and serve all Oaklanders, sheltered and unsheltered, and to manage the adverse impacts of homeless camps by balancing the interests of all residents (i.e. unhoused, housed, business community).” In fact, this policy was intended to reinforce laws that are already in existence in Oakland, but that are not being enforced by the city.
