Conditions of being granted a permit include promising to place a permanent hot patch. This was not done here.
Unfortunately, recently, the city has a weak record of enforcing this requirement, resulting in a proliferation of unfinished work. All I ask is that permit-holders fulfill the promise they make when they obtain a permit.
