You may not be aware, but LIncoln Street is a private way. The abutters to the private way have a shared responsibility to maintain the private way. The City is only allowed to make temporary repairs in potholes in the subsurface of the asphalt. The area that you speak of is in need of a permanent repair, which by MA General Law and City Code of Ordinances we are not allowed to make on private ways.

Please be advised that this is a private road. The condition of the area is beyond minor repair allowed by the Gloucester Code of Ordinances and Mass General Law.
The City offers a paving program for private ways where the abutters petition the City to manage a resurfacing project at the cost of the abutters. Your Ward Councilor can guide you through the steps.
