It appears that two Stop work orders have been removed from the front of the building. Work continues on the second-story addition on the back of the building. New siding has gone up recently on the addition.

No, they instead decide to make it the constitutes problem? Code official, it is your problem and your job to fix it! You call the police since you are unable to enforce the code!! Finish your job!

Now i guess it's up to the inspectors. If they do not have the permits and have a stop work order, the house will not pass. However the inspector could also receive a nice cash payout and pass them anyway. Corruption is rampant everywhere but JC has been known for their corruption for over a century.
