I understand - but the cap is still off of the water pipe...and the water is still slowly spilling over the edge. I've reported the waterline break to DeKalb county. The county has had crews here working to find the leak....which they've been unable to find - and, meanwhile the water cap is still off, and the water is still seeping out. Can't the City of Decatur workers put the cap back on???
