I live at 10101 NE Knight Road. We share an easement road with three other houses. The property west of the easement road is 10071 NE Knight Road ("10071 property").
I just walked down the easement road about 30 minutes ago and saw a man working with an excavator on the 10071 property. When I asked, he said the owners of 10071 are installing a storm-water system to keep their property from flooding when it rains. He then pointed out that the cistern is going to drain through a pipe running under our easement road. He said his boss told him they have all the necessary permissions for the job.
I haven't had an opportunity to talk to the neighbors who share the easement road. But, no one asked us for permission to have this encroachment on our shared property. I also don't see a permit issued for this work (https://ci-bainbridgeisland-wa.smartgovcommunity.com/ApplicationPublic/ApplicationSearch?query=10071+NE+Knight+Rd&__submitFormValidator__=rjlu1662672411000y&_conv=1).
The trespass by the 10071 property is problematic in itself. On top of that, we already have problems with excess water on the easement road as a result of developing other land to the west. I don't want to have more water problems, particularly from a project that may not have even been properly permitted.

A. You can see markings left by the utility locator and (I believe) whoever laid out the storm-water system. I hereby give you permission to walk on our easement road for your inspection.
