  The city claim of the National, Fire Electric Code requires 3rd fl., stairways (egress) to have fire retardant material on ceiling, walls, steps to bottom (street) level, so 3rd fl tenants can exit safely in a fire is why health dept, David Greenbaum refused us a health inspection for 3rd fl in 2006 and Joseph Barbeau Bldg inspector claimed property was "Slated as 2 family" and denied me and previous owner the none-conforming grandfathered rental status of 3rd fl. They said: AFTER all work done to make it legal a BOA appeal is req'd, again 2015, St Pierre and David Greenbaum claimed NO right to BOA appeal, due to no "legal occupation." Yet a flipper w/ help of St Pierre sold it as 3fam and St Pierre told me in email its 3 family zoned area and no one in city of Salem gave ME a straight answer so far about this properties just refer me to Bdlg Dept who dont answer back
