The problem is not clearing the drain. It needs to be resurfaced and regraded at the bottom so there is not a constant pool of stagnant water under the grate. Even during dry spells, water sits there because under the grate is a lower grade than the edges of the drain
The wrong grates are pictured. As stated, the grate in need of bottom resurfacing to eliminate standing water is between 3805 and 3801, not in the county owned median.
