I also live in a building where the landlord failed to pay his utility bills the only way we got it resolved is by calling 311 having a violation issued and then the City stepped in and turned it on but you must call 311 and have the inspector see that there is NO heat

Thank you for all your help. We did call 311 quite a while ago. Just today someone from 311 came to check that the apartment indeed does not have heat. This is a little too late since we actually decided to move and have found a nice apartment with heat. But it was nice to see that the city is helping out. The representative said that he's giving the landlord a $1000 violation. Since we are moving out we don't know if this will fix the heat issue or not. We just know that soon we will be living with heat!
