    Hello!
I wanted to email to request assistance with the sidewalks on the backside of Oakwood Cemetery along Brookside Dr.

I spent two hours this morning with a random neighbor shoveling, leaf blowing, and scraping the sidewalks near Holden St, Oakwood dog park, and Oakwood cemetery.

It’s backbreaking labor since the sidewalks have been allowed to fall into disrepair with layers of leaves, mud, and pine needles that have collected over the four years I’ve lived here. This is my second time working on the sidewalks on the backside of Oakwood Cemetery running along Brookside Dr. Leaf collection isn’t schedule for Zone 8 til January but there are piles of pine needles and leaves that will wash into the road or back onto the sidewalk if they are not collected soon.

Mordecai is one of the most walkable cities in NC and many runners, dog walkers, and children take these sidewalks to the market or into downtown. Many of them walk in the roadway to avoid this section. It’s dangerous to run or walk on with the chance of slipping.

Would this be the city’s right of way or Oakwood’s? How can we move forward to have this section of sidewalk more regularly cared for? How can we request someone come out and bag up the piles before the wash back out?

Bedford HOA maintained common area sidewalks are neglected, with accumulated surface dirt or imbedded dirt, mulch and dirt regularly flow into the public sidewalks, discolored and/or stained for over 10 years; in various locations, HOA-contractor installed common area shredded mulch consumes 20-30% of the useable public sidewalk surfaces.
See City of Raleigh Ordinance Code Sec. 12-1037. - CLEANING SIDEWALKS AND GUTTERS which reads: It shall be the duty of all occupants or tenants of improved property and of the owners of all vacant property in the City to keep sidewalks, parkways and gutters clean, and to do such cutting, sweeping and scraping as may be necessary to keep such sidewalks clean and free from weeds, grass, snow, ice, dirt and trash, and to render the same passable, comfortable, and sightly, and the gutter next to and along each sidewalk open and free from obstruction, for the full width of their respective fronts.

Last summer the curb and gutter at the west corner of St. Marys St and Fairvew Rd were rebuilt. However, the rebuild is incorrect. Instead of grading the gutter so that water flows into the storm drain, the workers graded the curb so that it is lower than the storm drain. As a result, any time it rains, the water pools in the walkway instead of flowing into the drain. The water is too deep to walk through so we either have to step out into the Fairview traffic, or jump over the St Marys storm drain. It is also difficult to press the crosswalk button, so safety issues abound. The curb and sidewalk need to be re-graded correctly so that water from Fairview flows down into the storm drain instead of pooling in the crosswalk. Thank you.
