Bedford HOA maintained common area sidewalks are neglected, with accumulated surface dirt or imbedded dirt, mulch and dirt regularly flow into the public sidewalks, discolored and/or stained for over 10 years; in various locations, HOA-contractor installed common area shredded mulch consumes 20-30% of the useable public sidewalk surfaces.
See City of Raleigh Ordinance Code Sec. 12-1037. - CLEANING SIDEWALKS AND GUTTERS which reads: It shall be the duty of all occupants or tenants of improved property and of the owners of all vacant property in the City to keep sidewalks, parkways and gutters clean, and to do such cutting, sweeping and scraping as may be necessary to keep such sidewalks clean and free from weeds, grass, snow, ice, dirt and trash, and to render the same passable, comfortable, and sightly, and the gutter next to and along each sidewalk open and free from obstruction, for the full width of their respective fronts.
