    The City has NOT done a pickup in several weeks and all the while they are charging a fee for bogus activity by NOT emptying the recycling bin. Seems as if I am owed a complete refund. The City can't get here soon enough to retrieve its recycling bin. I am tired of looking at it.

    I requested City to pick up recycle bin. However, the City will continue to charge a fee. How is this legal? The City and I do NOT have a signed contract nor have I consented verbally. This was thrusted upon me without my say. According to the Constitution of the United States of America, why are my rights being withheld or violated? Why is the City allowed to make money off of my person?
