City of New Haven Neighbor

It is the concern of many neighbors that there is potentially illegal activity taken place at 398 Smith Avenue. Some of the concerns stems from the loud dirt bikes, quads, 4 wheelers that at times visit the resident, creating a noise nuisance. In addition there are numerous cars that are located at this resident and there appears to be mechanic work being done on a daily basis, as their are unused car parts lying around and presently a car that has been on a jack for several weeks. There are times they have been seen performing oil changes on cars, where is this oil being dumped? Some of the cars at this resident has no approved license plates or the plates are covered entirely.

In addition there are multiple people living in the basement of the house, is this a legal housing situation or might it be illegal?

We are concerned as a result of these neighbors it is becoming unsafe for children in the neighborhood and elderly ones who deserve a measure of quiet enjoyment.
