They keep their Chihuahua loose in their front yard 24 / 7 with no collar -- every time we walk our dogs the dog comes up to us. The front yard is not fenced.

Animal control seems scared to takethe dog, I watched them walk up to it and when the people came out they said ok and left. Whats that about?

Yeah, I ride past that house regularly and have almost ran over the thing a couple of times. He's never on a leash. Just runs and and yaps and people walking or riding by.
