At the peak of today's rain, with the drain covered with debris and nowhere for the water to go; Lake Audubon was formed behind the table. Later, I saw the water escaping over the leaves. When it does not escape, drivers who are unaware are going to soak the unsuspecting.
It is not obvious that there is a vertical opening in the curb itself in addition to the grate. The dirt and leaves was piled up high enough to block that opening. The water became high enough and, with the splashing of cars, the top of the opening was cleared enough to drain most of the water away.
You can close this issue if you want but it is fall and it will happen again.
