Large graffiti painted on sidewalk between 474 and 476 Madison. The problem tenant in 474 and her 3 male friends were in that area setting off fireworks, drinking alcohol, and yelling between 10:00 and midnight. Check security and traffic cameras. In addition to the fire hazard, smoke and the ongoing disruption to the neighborhood, they left all the fireworks litter on the sidewalk and now this is spray painted. Police were called multiple times, but did not respond as usual. How that level of noise and smoke was also not seen and addressed by a single patrol officer, on the very public Madison Ave over that period of time, says it all. If this is what happens on a Monday night, imagine what it's like Thursdays-Saturdays.
