I am sorry this task is insurmountable for your department. Cannot the Department of Traffic and Parking put up a No Parking sign out there for a few hours to get the job done. It is a City street tree. I will put in a request to have the tree trimmed so that you can replace the lamp.
The good news here is that the light go off and come back on after a few minutes. When it is totally out I will write again.
