It's a mistake that the city's graffiti team is shutting down for the winter. My sense from walking around the city is that the city's vandals are not taking the winter off. While removal gets harder in the winter, a quick Google search reveals there to be effective winter removal methods.
Also, please do NOT mark this issue as closed until the issue is actually resolved. The Seven Days article noted your team's top 10 success rate with Seeclickfix but that rating is falsely earned if you are marking Graffiti issues (or any other issue) as closed before actual removal.

Burlington’s Graffiti removal coordinator uses only chemicals that are safe to citizens, staff, and our environment. The products used do not work in the winter weather.
The damaged sign has been placed on a work order for cleaning or replacement. The Department of Public works has been notified of the damage to their sign. The Code Enforcement aspect of this complaint is closed.
