Burlington's Minimum Standards for Housing instruct that common disposal facilities are to be "isolated from the general environment". Please see 18-105 (b).
As the large crash container at 76 North Union is installed on the front lawn, this is about as far away as you can get from being "isolated". On top of being a 'public nuisance', the container is often left open which creates more of a "hazard."
