Sounds like it could be, they seem to be just playing games with the city . I would think it would be ticket time !!!!

So, is it a registered cargo trailer? Was it illegal to park it on the side of the road? Sometimes contractors use these for portable work site locations that are not illegal to own or store.
If it was moved after the warning, then why is it an issue? If it wasn't legal to park it, than ticket it or tow it after failure to abide by ordinance as the registration will be available to the police to identify owners and make them move it off street.
