Hello M. Craig, Just so you know, your report on this site is not going to go anywhere. This sounds like a difficult case. More than likely your best way to resolve this will be working with Code Enforcement; If the RV is being lived in, than this is not allowed under City code and is considered an "illegal dwelling unit." Code Enforcement can be reached at (520) 791-5843. You can also check and see if the City's parking enforcement department can do anything about this and they can be reached at 520-791-5071. If neither of these Departments help, than you can also try Tucson Police and call it in as a neighbor problem/illegal parking. The TPD non-emergency line is 520-791-6813. Best of luck to you.
