I had the same issue with the city and they said they can do it at anytime they wanted, I spoke with a Quinton. We had them backing up down our street with that loud beep at 5:30 in the morning waking everyone up. He said there are no time restrictions for the city. And I think that there is a 6:00 time thing for downtown not sure if it ever went through the alders because the trash folks were fighting it.

It's 6 am in all neighorhoods except immediately downtown, but apparently not enforced often. You may want to contact your alder. You can also ask your alder to request DPW picks up later even tho they don't need to follow the private hauler guideline (or enter a ticket going to DPW with the request). In any case I'd suggest emailing your alder so they know this is a concern, otherwise the trash companies will be in charge (more so than they are now).
