Accidents in this area were averaging 2 a week for May-July, and jumped to 5/week for August.
Here is a video of the exact problem I experienced:

NCDOT standards for road marking removal, set forth in "Standard Specifications for Roads and Structures". NCDOT: Raleigh, NC. Div. 12, Sec. 1205 (I - Removal of Pavement Markings), lines 38-39, "Leave the pavement surface in a condition that will not mislead or misdirect the motorist.". This requirement has not been met along the Fortify construction zone because, in several places, markings diverge and the old ones are almost as visible as the new. I contacted DOT (tracking number 8JOAKRWK3J) on 8/24, five days before I opened the SeeClickFix issue. I have provided the same information there. DOT responded about an hour ago, "Thank you for sending this along." That is not a helpful response.
Since this road is within the city limits, it would stand to reason that the leaders of the city would care about the safety of their citizens and seek to make improvements by also raising this issue with the DOT and working to get things fixed. There is simply too much confusion over the lane lines to let this issue slide.

Dear Raleigh SeeClickFix User:
In an effort to improve the user experience of SeeClickFix and to ensure that public resources are used more efficiently, we are closing out the “Post to Neighbors” category in the Raleigh version of SeeClickFix effective xx/xx/2016. The “Post to Neighbors” category was developed by SeeClickFix as a means of promoting discussion, and was never intended by SeeClickFix to be used to report specific issues that need to be addressed by a municipality.
Raleigh has experienced challenges with misrouting of issues submitted to SeeClickFix by our users. At this time we are closing all issues previously submitted to the “Post to Neighbors” category and deactivating that category on the website; if your issue remains, please open a new issue utilizing the appropriate category.
Thanks for your patience and understanding as we transition to a more effective and efficient SeeClickFix experience for our users. Thanks for participating.
