Open 55 gal drum of fuel oil. Rotting wooden cover, pushed to side with hose hanging out of it. Fuel oil and no doubt water underneath it, 3/4 full in tank. Irresponsible and unlawful environmental mess dumped off parking area behind co-op. (Parking area reportedly not used by tenants but by apartment residents next to property.)
