These markings are the same markings used at this intersection since laid out at the construction.

Thank you for raising this issue, and responding. I have always felt that the markings for the rotary could be improved to enhance safety, and driver comprehension of the rules of the road. Please read the sentence in MUTCD following the one that you quoted:
"If used, yield lines (see Figure 3B-14) shall consist of a row of solid white isosceles triangles pointing toward approaching vehicles extending across approach lanes to indicate the point at which the yield is intended or required to be made."
Contrary to MUTCD, the DPW is painting solid stop lines, instead of a row of triangles. It would be a huge improvement to public safety to correct this, and comply with the guidance of the traffic manual. Attached is MUTCD Figure 3B-27 depicting the appropriate markings.
