I spoke with the Mr. Gore, the Right of Way Inspector from the Department of Public Works.
He informed me that there is a signed agreement known as a "licensing agreement" between Champlain College and the City of Burlington that permits these signs on city property. I have asked the clerk treasurer's office for a copy of the agreement so I can post it here. When I receive it I will post it.
The inspector confirmed the signs are permitted under the agreement.

I can't tell you why because it is not my decision to make.
I recommend you contact the Department of Public Works at 863-9094 and ask to speak with the Right of Way Inspector Ron Gore. He sends these right of way agreements to City Council for their approval. He can better inform you about the process he uses to deny or recommend approval.
