This fence was put up very quickly, and likely without permit. Requirements say: Styles, materials, and dimensions of the proposed fence shall be compatible with the context of the neighborhood and the use of the property.

Since there are 3000 feet of nice metal fence right next to it, I think they got the context wrong.
