The catch basin openings within the right-of-way are already smaller than the maximum size allowed by the City of Raleigh. If there are other catch basins on private property, the City would not have jurisdiction to make modifications to private infrastructure. Closed.

I'm not sure I understand...so they are not covered? And will not be covered by the city? If we as a community purchased proper covers, would this be allowed?
