how about we leave this open at least until we get an estimated completion date? There's been no work on this site for about a year so obviously, someone has dropped he ball and I'm guessing it was not the contractor's AR department.

Not sure what leaving it open would accomplish here. Public Utilities has an active project in this area. We hope to have some movement on this project soon. For our tracking purposes it helps to close issues that we can no longer have an impact on.
