thing that is a safety issue not an aesthetic one. It looks like the tree roots from the green belt might be the cause

We appreciate your interest in the safety of our residents, it is also a concern of ours. Unfortunately there are several instances of this type of safety concern around the City. We are working to address these but our limited funding in our sidewalk program has resulted in a backlog of work. We are still attempting to address safety concerns such as this one that were submitted back in late 2013 and early 2014.
As for the source of the trouble, you are correct the street trees that we all enjoy are problematic for our sidewalk network. We do value the trees and the benefits they add to our environment and City so we strive to accommodate both the trees and the sidewalks.
