Perhaps they only put the cushions out when they use it to keep the vandals from stealing or destroying them. We did that for years on our front porch. Perhaps they have new cushions ordered. i dont see anything wrong with this so far. but its not my place to judge

(c) The following materials or items shall not be stored, kept, maintained, deposited or allowed to remain outdoors and in plain view in the front yard of any property: (1) appliances such as refrigerators, stoves and microwave ovens; (2) sinks, toilets, cabinets, or other fixtures or equipment; (3) abandoned, discarded, or broken furniture; (4) furniture not constructed for outdoor use; and (5) lumber and other construction material.
Sorry, I thought it was a type of porch sofa that had removable cushions, so my thoughts back a bit are hereby or were wrong with this situation. The city is doing a super job of fixing most of the see it click it issues. Keep up the great work guys and gals. And thanks for all you are doing.
There have been issues with house fires started from tossed cigarette butts smoldering in this type of furniture - it does present a hazard for that reason.
