    Northbound, downhill shoulder is full of gravel and hazardous to bikes. Shoulder needs sweeping.

    Gravel is at bottom of steep hill, on a curve, on a busy fast road that connects to county's largest private employer (APL) that has bicycle commuters.

    Approximately 40 APLers will be participating in the county-organized Bike To Work Day on May 20. County Exec Kittleman participated last year(see photo) and we hope again this year. We want to keep everyone safe for this event. Thank you.

    There is a large SUV front end bumper illegally dumped on the sidewalk that creates injury risk for cyclists and pedestrians. The large bumper can cause a fall on the sidewalk, or it can cause the bike/ped to be struck by a car if they choose to avoid the bumper by moving into the roadway.

    This is a densely used car/bike/ped corridor which increases risk of injury, and therefore risk of liability damages for the guilty dumper. It is one of the few bridges over Rt 100 and carries large amounts of car/bike/ped traffic going to/from Howard High School, and neighborhood users. The high school users include track team runners, and inexperienced car drivers.

    The source of this illegally dumped bumper is the rear SUV involved in a collision in this location in the morning on 3/18/2013. I observed post-crash processing of this crash by 2 Howard County police cars, and a commercial tow truck at approximately 7:35 AM. At that time the bumper was in the street in front of the rear SUV.

    If the county is responsible for validating/verifying a crash scene has been restored to safe use, then there may be shared liability risk here for the county as well.

    If I find the bumper has been discarded in the adjacent storm runoff pond, I will update this report with this second illegal dumping violation and report this further up the county government chain until resolved properly. The runoff pond is signed as SHA property so an illegal dumping complaint will be sent to SHA if this occurs.

    Pothole on downhill lane of Sanner road, at the bottom, on or near white line. Difficult to see by bike riders coming down this hill, therefore hazardous. Very near preferred entrance/exit for employees biking to/from JHU/APL.
