We had some new neighbors move in last summer. They throw parties every single weekend and are extremely noisy. I can even hear them and their loud music from inside the house. They also have a young toddler so I don't understand how he gets any sleep with all the commotion. They all get drunk and obnoxious and all drive home after they leave so that's another issue. They also decided to get a dog this year who they just tie to a rope in their backyard which has no fence, god forbid the dog get loose and something happens which I have heard of many stories where that happened. He barks literally nonstop the whole time and all they ever say is shut up and explicit words to the dog. I even hear him barking from inside. We have had our own dog years ago and almost every other house on the block has a dog but you never hear any of them barking, ever. We have tried to talk to them but they just get nasty and we also tried complaining but nothing has been solved. What can we do?
