One problem remains: At the southeast corner of the intersection, there's a low spot where a large and rather deep puddle forms every time it rains. It's too big for pedestrians to step over and too deep to walk through without soaking your shoes. Going around it requires walking out into traffic. The attached photo shows it this morning after just a quarter of an inch of rain.

He said it was at least being moved around from one parking space to another. But that day, I noticed it was parked at an odd angle, well away from the curb. And it has remained in the same spot, parked at the same odd angle now for three weeks or so. It also has an expired license plate. It has definitely been parked in the same space more than seven days. It looks abandoned.
