    Signal is not cycling properly. Has taken over 5 minutes to receive a green light to turn from eastbound Gandy to northbound Brighton Bay. Today, Gandy was backed up past 4th Street because the light wasn't cycling properly. Gandy traffic was being stopped too frequently because of the light not staying green for longer than a minute or two.
