    Generally, there is a lot of trash and broken glass on the walkway along the VFW highway between Aiken St and University Avenue but now there are also overgrown bushes with thorns reaching out across the path. Can someone be sent out to clean up these hazards? Thanks.

    No matter the day, no matter the weather, this vehicle, and often others at this address, are parked blocking the sidewalk. I walk here every day and have to walk in the street to get around it. The residents park up against their trash bins. If they were moved, even this giant SUV would be able to pull up enough to let pedestrians actually use the sidewalk as it was intended. Please address this issue.

    I've labeled this as a Snow Removal issue, which it is, but it is also a sanitation issue. The property is COVERED in dog feces, the entire front yard spilling out into the sidewalk and sides of the yard. Clearly the resident isn't cleaning up after their own dog, leaving an unsanitary environment for the dog as well as every passing life-form. Underneath the sidewalk feces is a 4 inch slab of ice. They haven't shoveled in months. I'd post a photo of this disaster but it is too disgusting to linger here.

    My issue is really a question. I've read over Lowell City Code 243-3 but I really would like to hear how the code is actually enforced.

    I know that when I've reported city property for snow removal, someone usually clears that up right away (thanks for that!). When I've reported private property owners, I know that the message is relayed to DPD Inspectional Services. But what happens after that? Some property owners clearly respond when someone gives them a warning (thank you for that too!)...

    ...but what about the properties who ignore that warning? There have been several properties that have consistently failed to do any shoveling (or the most pathetic excuse for shoveling) even after they've been reported. Does the DPD follow up with these properties to ensure they've complied? Do they issue some sort of violation and collect a fee from the neglectful property owner?

    I know we're all exhausted after this intense winter but I want to be able to walk down the street and not die because of snow and ice. I also don't want to spend my time reporting my neighbors over and over because there aren't any consequences to their neglect.

    A wall of snow prevents pedestrians from crossing the street at this corner. We get the choice of walking out into Ludlam and praying a car doesn't speed around the corner and kill us or walk all the way around on Dalton and then trying to cross over Aiken where there is no pedestrian crossing path. Aiken is difficult enough to cross as a pedestrian. Please inspect this property.

    I've bit my tongue so often with regards to this property. These snow piles (there are three jutting out beyond the sidewalk and into the street and have existed since January. I could launch into a diatribe about the danger inherent in walking in the street on Ludlam but I don't think I should have to.

    Who is responsible for maintaining the sidewalks and removing snow at the corner by Top Donut, including the pedestrian island on the north western corner? Frequently, the snow plowed from the Top Donut parking lot makes a wall of snow that makes the sidewalk impassable. It's already narrowed by the light pole and sign poles and snow makes it a useless sidewalk. I have to walk along the turn lane to get to the pedestrian island.

    The pedestrian island is also never shoveled. It's well traversed by pedestrians and often (including now) snow is compacted and the whole island ices over. Any bit of help to make this intersection more pedestrian friendly would be much appreciated.

    The snow pile between this property (on Ludlam St) and 212 Ludlam street has not been cleared since it started snowing in December. The sidewalk in question is just past the garage on this property but, according to the fences separating this property from the next, falls squarely within the property lines of 4 Cumberland Road. Property owner only shovels from garage to front door, leaving this pile of snow that requires pedestrians to walk in the very busy, very narrow street. The pile has literally been there since 2013.
  • 65 Aiken Avenue Lowell, MA - Lowell
    There is a large snowpile blocking both the sidewalk and crosswalk at the corner of Aiken and Ludlam. Traffic heading south cannot see pedestrians attempting to cross. The intersection is dangerous enough for pedestrians. This makes it even more difficult for pedestrians to be seen by oncoming traffic.

    There are large piles of snow worn down slightly by foot traffic at the intersection of Aiken St and the VFW Hwy. On the riverside, a path was cleared but it doesn't round the corner at all, requiring pedestrians to step out into traffic on VFW Hwy and the snow blocks the view of traffic that could be turning onto the Aiken street bridge (see photo). Once across the street by Top Donut, you have to walk in the turn lane to get around yet another snow pile. Whose responsibility is it to clear these sidewalks?

    Several properties on Ludlam street - 130, 160, 204 and 228 (also 258 Hildreth) - have left large snow piles on the sidewalk, in nearly every case requiring pedestrians to walk in the street. It has been weeks since the last major snowfall and almost every other property owner managed to clear a path. In many of these situations, the property owner only cleared a path from their own driveway to their front door. Please follow up on these instances. This does not bode well for the rest of the winter if these property owners have already neglected the sidewalks and it isn't even January yet.

    Many property owners on Ludlam Street from Aiken Avenue to Barker Avenue failed to clear any of the snow from their sidewalks and it has now frozen into slick, bumpy ice. It is a total hazard, especially since the road is on an incline. Pedestrians have to walk on the street to avoid falling on the ice.
