Large pieces have broken away or eroded and grass is continually growing up through the street and into the gutters. Code Compliance Inspector has stated this is an engineering issue.

We have grass continually growing up between the street and the gutter, which eventually blocks the gutters with dirt and mud. Is it my responsibility to clean these gutters? I have tried killing the grass but it always comes back. Is there anything the city can do to kill the grass and plug the holes between the street and the gutters?
