Shoreline neighbor

My neighbor installed a gas generator that whenever the power goes out this automatically kicks on and runs nonstop until power is restored. Attached you can see the decibels it kicks off. It shakes the side of my house. If this happens at night, I cannot sleep. I filed a complaint years ago about this with the city of Shoreline and nothing happened. I think I might need to talk with a lawyer as this is far outside the legal residential decibels allowed. How were they allowed to install this unit on residential property?
