This property is located next to mine (my address is 3470 Midvale Ave.). The dumpster is constantly overflowing with all sorts of garbage and other debris, and is not regularly emptied. This is an ongoing problem I've attempted to contact the property owner about, and he refuses to speak with me.

In addition to being a major eyesore for the neighborhood and passersby, the overflowing garbage attracts rodents and insects; it emits a strong and foul odor; it constitutes a fire hazard; and others see it and use it as a "dumping ground" for their own garbage.
