Property owner at 162 Gower Street, aka diagonally behind 3 Melba Street, intentionally and routinely pumps / discharges standing water from large pool cover into alley way between houses that in turn floods my backyard with unsanitary water around all sides and into the front. Attempts to resolve directly with homeowner were unproductive. What agency can help me with this problem?

Melba Street was resurfaced in the past 6 months or so and a high spot exists in gutter that redirects all water away from the catch basin and across the roadway ann into the crosswalk. This could be extremely problematic during the winter months
