    This appears to be some sort of foundation or gutter drain that is saturating the sidewalk daily. This is happening even when the ground is not wet so it might be an underground leak of some sort. This is a public right-of-way and will be particularly dangerous in freezing weather.

    Water does not drain into the storm drain here creating a large impassible puddle after rain. Walkers have to pass via the street on a blind curve. Additionally, this is a school bus stop so students often stand in the street while waiting for the bus. Erosion from the nearby hillside adds a lot of sedimentation creating a watery muddy mess. This has been an issue for years.

    The sidewalk is gradually falling into the drainage gully as the soil washes away. The eroding soil is also exposing the concrete poured to hold the protective railings in place. Ultimately this poses a hazard to pedestrians. Eventually, the entire railing structure will fall into the drainage area which is about a 10' drop.
