    Free Street should have a stop sign at the intersection with center Street. half of the people driving on center Street incorrectly assume that free Street has a stop sign, and so go into oncoming traffic after stopping. half of the free Street traffic doesn't realize that they don't have a stop sign, which confuses the center Street traffic.

    in addition, the big tour buses that often park on free Street make it very difficult to safely enter the intersection since free doesn't stop.
